SR1 remains on schedule for spring 2025 operational status. The latest update from the project team shared that construction has now advanced to in-river work — a “wet test” as the subject line reads.
Read the full update below.
In the context of an in-stream reservoir project, a “wet test” refers to the process of introducing water into the system—such as pipes, valves, gates, or the reservoir itself—to test how the infrastructure performs under actual water flow and pressure conditions.
This significant and exciting milestone brings us one step closer to achieving the decade-plus pursuit of protection on the Elbow River. With flood season looming, we certainly welcome this positive news from the project team!

From: Springbank Reservoir Project Subject: Public Notice for SR1 – Wet Test Notice: In-River Work and Restrictions to River Use April 9, 2025 – Springbank Off-Stream Reservoir Project |
The project team is pleased to advise that the Springbank Off-stream Reservoir Project SR1 has advanced in construction to a point where in-river work is required to prepare for operation of the reservoir prior to the 2025 flood season. In-river work is currently scheduled to take place during the last two weeks of April. If the required in-river work cannot be conducted during this time due to unsafe river conditions or adverse weather, it will be rescheduled to occur as soon as river conditions allow. Once begun, the estimated duration of the work is approximately four (4) to seven (7) days, depending on the flows within the Elbow River at the time. The work may present hazardous conditions to users of the watercourse in the vicinity of the diversion structure during this 4 to 7-day period. For the duration of the work, the site is closed to the public. River users will be required to portage around the worksite for the duration of the in-river work. This temporary river detour route will be maintained and monitored by the contractor to ensure vessels navigating the Elbow River will have access around the worksite in accordance with federal regulatory requirements. Signage on the river and on nearby highways will be erected to provide additional information to the travelling public. Location of in-river work: |
