The Alberta Government issued a press release today (http://www.alberta.ca/release.cfm?xID=41445686872D3-D127-79C4-E29C91A86757928D ) announcing that the Environmental Impact Assessment (EIA) for the Springbank Off-stream Reservoir Project is underway.
